Staff Sergeant Cecil Banks was born in 1925 in Carroll County, Virginia and served with the 60th Infantry Regiment.

Cecil died October 13, 1945, and is listed as MIA. He is buried at American War Cemetery Margraten.

He was awarded the Bronze Star with Oak Leaf Cluster and Purple Heart with Oak Leaf Cluster.
