US Congressman, Presidential Cabinet Member, US Supreme Court Justice. Born in Louisa, Kentucky, he graduated from the law department of Centre College, Kentucky, was admitted to the bar in 1911 and commenced the practice of law in Louisia. He was the Louisa City Attorney (1914-15) and served in the US Army during World War I. After the war, he was the Commonwealth attorney for the thirty-second judicial district of Kentucky (1921-24). In 1924, he was elected as a Democrat to the Sixty-eighth Congress and reelected to the two succeeding Congresses serving until 1929. He was again elected as Democrat to the Seventy-second and to the three succeeding Congresses serving (1931-38). In 1938, he was appointed by President Franklin D. Roosevelt a justice of the United States Court of Appeals for the District of Columbia and served until 1943. He was the Director of the Office of Economic Stabilization in 1943 and served until President Harry S. Truman appointed him the 53rd Secretary of the Treasury in 1945. In 1946, he was appointed as Chief Justice of the United States Supreme Court and served until his death at age 63 in Washington, D.C
