U.S. Congressman. He graduated from Columbia Law College, New York City, in 1872; was admitted to the bar and commenced to practice law in Georgetown, Kentucky. He was prosecuting attorney for Scott County (1874-77), a member of the Kentucky State House of Representatives (1877-87) and a delegate to the Democratic National Convention in 1892. In 1895, he was elected as a Democrat to the Fifty-fourth Congress , serving until 1897. After his term, he served as a Major in the 2nd Regiment, Kentucky Volunteers, US Army during the Spanish-American War in 1898. After the war, he resumed the practice of law until his death at age 76
